The artist studied under Stanislaus Graf von Kalckreuth at the art school in Weimar and at the art Academy in Munich. After a stay in Paris, he finished his studies under Ludwig Knaus at the art Academy in Berlin, from 1874 until 1882. Flashars main topic was the portrait and the humorous image from society in the style of the Rococo. Since 1883 he made illustrations for the „Fliegenden Blätter“. " Since 1909 his pictures been regular at the exhibitions of the "Glaspalast" in Munich.
